Project Officer - WCMICS - Fixed Term, Part-Time Role
 
This role is pivotal in leading the implementation of improvement and/or redesign projects aligned to organisational priorities; implementing strategies to support the achievement of WCMICS strategic and operational objectives against the Victorian Cancer Plan.

 

-    Part time 64 hours per fortnight
-    Fixed term 2 years (with view to ongoing)
-   Tertiary qualification in health, science or related field is required

-   Demonstrated experience in quality improvement, change management and service redesign in the health system is required

Position Summary

This position works with members of the WCMICS team and WCMICS member health services, leading the development and implementation of clinical improvement and/or redesign initiatives specifically related to the Victorian Optimal Care Pathways (OCP) and the Victorian Cancer Plan 2020-2024.

Essential Requirements  
  • Tertiary qualification in related field
  • Experience managing complex health-related projects within rigorous governance systems 
  • Service Improvement experience using evidence-based methodology
Desirable Requirements  
  • Tertiary qualifications in a health related field desirable (i.e. nursing, allied health, public health, health promotion, health information management)
  • Clinical experience  in cancer related role would be beneficial 
  • Demonstrated work experience in data manipulation and reporting 
  • Current driving license and travel between sites as required 
  • Ability to be flexible with working hours and travel between sites

1. Project management and leadership
  • Lead and coordinate all aspect of the project(s) 
  • Consult with all the stakeholders within WCMICS to assist maximise the potential benefit from, and success of the project 
  • Draw upon the best available evidence with due consideration to the work already available or underway in regard to the implementation of improvement activities 
  • Consider all relevant initiatives across jurisdictions and align wherever possible with initiatives emerging across the sector 
  • Develop and coordinate project content and develop key strategies including detailed project plans, activities, and timeframes 
  • Prepare key deliverables including reports to Key stakeholder groups
  • Identify and manage potential risks; and develop achievable and realistic schedules 
  • Lead evaluation activities, including medical record audits, to demonstrate practice change has been sustained and embedded as routine clinical practice; and to ensure health services are meeting optimal care targets and key performance indicators, both internal and set by the DH
  • Action agreed recommendations from tumour/procedure specific clinical patient audits to support evidence-based best practice and to reduce unwanted variation in care
  • Take the lead and participate in other projects within the area of knowledge and expertise and/or as delegated by the Manager 
2. Engaging stakeholders and managing meaningful collaborative relations
  • Actively engage key clinical stakeholders to advise and participate  in the implementation of the OCPs and ensure broad consultation and appropriate levels of stakeholder engagement  
  • Liaise with, and ensure engagement and commitment to the project by all relevant stakeholders including cancer clinicians across the state. 
  • Consult with subject matter experts and clinical leaders to ensure currency, relevance and feasibility of the solution
  • Develop and implement a local communication strategy that maintains a high level of awareness amongst key stakeholders and facilitates information flow
  • Manage WCMICS consumers / volunteers with the oversight of the WCMICS manager, and engage with member health service consumers to promote their involvement in the co-design of cancer service improvement projects across WCMICS and the VICS.

    • Provide WCMICS consumer leadership representation at Peer working groups or projects, as requested.

    • Provide WCMICS Consumer Reference Group secretarial support including TOR, agendas, and papers.

  • Develop productive working relationships with service providers across health services
  • Provide high-level advice to the Project Steering Group and governance committees about improving information capture, monitoring and evaluation reporting 
  • Provide progress reports and updates to the Steering Committee, and DH as required  
  • Work with the project steering group and others to deliver sustainable project outcomes
  • Actively ensure that the patient experience is incorporated into all service improvement activities

3. Communication  
  • Develop and maintain respectful working relationships with relevant organisations and stakeholders: 
  1. Identify key stakeholders, building and nurturing strong relationships.
  2. Liaise with stakeholders at all levels, including the public, service providers, Government agencies and patients with complex health needs. 
  3. Develop, implement and maintain communications and engagement strategies that ensures a high level of awareness amongst stakeholders and facilitates information flow 
  4. Consult with subject matter experts and clinical leaders to ensure currency, relevance and feasibility of solutions. 
  • Prepare and deliver reports for a range of stakeholders. 
  • Ensure detailed project plans, reports and communication is of high quality and delivered within agreed timeframes. 
  • Ensure project committees are in place and convened regularly.
  • Prepare and distribute committee documentation including agendas and minutes within agreed timeframes. 
  • Provide reports outlining progress against timeframes and measures, issues, risks and actions within agreed timeframes.
